Google just documented that your European SERP is not your US SERP.

On September 8, 2026, Google Search Central documented regional differences in Search — aggregator units, supplier units, carousels by region. The same day, Google told Reuters the DMA Europe Search changes are the largest quality reduction in its 29-year history. A US SERP is not an EEA SERP. Monitoring one market is not monitoring Europe.

That is not a blogger take. On September 8, 2026, Google Search Central added documentation titled "Regional differences in Search experience" — aggregator units, supplier units, ecosystem carousels, job and Places surfaces, structured-data carousels — with eligibility that differs by region. The same day, Search Engine Roundtable and Reuters carried Google's framing of the DMA-driven Europe Search revamp: Nick Fox, Google SVP of knowledge and information, said the changes degrade the European user experience, boost intermediaries at the expense of local businesses, and that users outside the EU will not be impacted.

  • Monitoring will not stamp "this impression was a supplier unit in France." Monitoring ≠ execution.

Why, in Google's words:

To help publishers, businesses, and aggregators learn about the different regional search features available and understand the eligibility criteria and how to participate.

The doc itself opens:

Google is evolving the search results page for certain types of queries to provide new opportunities for Vertical Search Services (VSS), Comparison Shopping Services (CSS), direct suppliers, and content providers.

That sentence is the map. VSS and CSS get named slots. Direct suppliers get named slots. Regions differ. The feature table we opened lists aggregator and supplier units for EEA verticals (hotels, flights, ground transportation, products), an ecosystem carousel for EEA weather / sports / finance / translate, EEA job sites, Türkiye Places sites, a South Africa badge/chip pattern, and structured-data carousels with regional availability.

Carousels beta (separate doc, also 200 this fire) requires ItemList markup with LocalBusiness, Product, or Event entities, a summary page with at least three entities linking to detail pages, and availability limited to EEA / Türkiye / South Africa for the listed query types. Markup is eligibility for a regional beta — not a promise your hotel or local business will appear in a unit.

Background context still live from February 2024: Google's "New search experiences for Europe" post remains the earlier EEA Search-experiences framing. Today's doc is the explicit regional feature / eligibility map operators can cite.

What Google told Reuters (same day)

Reuters published a same-day piece on Google warning of lower quality as it revamps Europe Search to avoid EU fines. Full article text was opened via WebFetch this fire; a curl HEAD from this box returned 401, so attribute carefully and prefer Search Engine Roundtable's same-day write-up (200) for the Google statements when you need a clean HEAD.

From the Reuters text opened, and mirrored on SER:

  • Google officials told Reuters the changes mark the largest reduction in quality of service at the world's most popular internet search engine in its 29-year search history.
  • Changes favour VSS (Expedia, Booking.com, and similar) with more prominence over companies listed with just a link, phone, or address.
  • Context in the same piece: a €460 million ($534 million) fine in July for favouring Google's own services under the DMA; 60 days to comply or risk penalties up to 5% of worldwide turnover.
  • Revamped results described: one specialised search engine at the top, two others with fewer details, a carousel below with real-time prices stripped out; rankings by Google's algorithm.
  • Nick Fox, Google SVP knowledge & information:

To comply with DMA requirements, we're making significant changes to Search in Europe.

These changes degrade the user experience for Europeans - boosting online intermediaries at the expense of local businesses, and removing helpful features people rely on every day. Users outside the EU will not be impacted by these changes.

  • Past DMA changes: Google said free, direct booking traffic to European businesses dropped 30%; the latest changes are expected to hit them too. That 30% is Google's claim about past changes — not an independent audit opened this fire.

Search Engine Roundtable's DMA quality piece also notes field observations (including hotel SERP notes from Lluc). Treat those as reporter observation, not Google product documentation.

Optional same-day SER note only (not the thesis): a thinner AI Overview citations panel was observed on SER — a test / field note, not a Google product post. Do not merge it into the DMA regional story.

Optional timeline (same regulatory season — not the lede)

July 16, 2026: Commission Measures under Article 6(11) of the DMA, documented on Google's Search data program page. Licensing agreements from September 17, 2026; samples from November 16, 2026; ranking / query / click / view data for the EEA. Eligibility includes online search engines with ≥50,000 monthly average EU users plus two years of operation or €50 million capital. Search Engine Journal summarised who can license. That is data access for rivals — adjacent politics, not the aggregator-unit doc. One paragraph of context is enough; do not let it steal the lede.

The operator split (region × feature × role)

1. Split markets before you split dashboards. A US desktop SERP does not prove an EEA mobile SERP. For every head query you care about in Europe, capture the region, device, and whether you are looking at an aggregator unit, a supplier unit, a carousel, or classic blue links. Date the check. One market is not "Search."

2. Know which role you are playing. Aggregator / VSS / CSS eligibility is not the same as direct-supplier eligibility. If you are a hotel, clinic, retailer, or local operator, read the supplier-unit and structured-data carousel criteria — not only the aggregator docs written for platforms. If you are a VSS or CSS, the regional doc is your participation map. Do not blur the roles in a strategy deck.

3. Treat lost direct-supplier prominence as a visibility problem. Google's own framing (Fox; Reuters / SER) says intermediaries gain prominence and local businesses lose helpful features. That is not "SEO died." It is a surface change: who gets the unit, who gets the thin listing, who gets priced out of the carousel. If your European free / direct path shrinks, your first-party page, GBP / Places presence, and proof pages have to carry more of the verification load — including for AI citations on surfaces that are not DMA-remade the same way.

4. Ship first-party proof that works on non-DMA surfaces too. Indexed pages. Snippet-eligible. Prices, hours, service areas, named people, inventory, booking path in crawlable text. Google's AI features guide still says supporting links in AI Overviews / AI Mode need indexed + snippet-eligible pages — no extra markup file. DMA Europe Search changes do not invent a magic schema that restores a supplier slot. They make the boring proof page more valuable wherever Google (and other engines) still cite what they can verify.

5. Do not expect one GSC property to narrate Europe for you. Search Console will not label "this impression was an EEA aggregator unit vs a US classic result" as a clean toggle you can screenshot into a board deck. Baseline queries in-market. Log feature presence by region. Monitoring ≠ execution.

Honesty block

  • Google did not publish a product blog titled "largest quality reduction." That framing is Google-to-Reuters (also carried by SER). The official Sep 8 Search Central action is documentation of regional features and eligibility.
  • Nick Fox's statements are Google's. The 30% drop in free, direct booking traffic is Google's claim about past DMA changes — not an independent audit opened this fire.
  • The regional doc documents features and eligibility. It is not a promise that any specific hotel, flight operator, or local site will rank in a unit.
  • Structured data carousels are a regional beta. Markup ≠ guaranteed placement.
  • Do not conflate this with the site-reputation EEA manual-action split (separate Aug 28 policy). That pack is still 404 and is a different geography problem.
  • Thinner AIO citations panel (if mentioned in social): SER observation / test only — not a Google product announcement, and not this thesis.
  • "Users outside the EU will not be impacted" is Google's claim for these DMA Search changes. Still verify in-market; do not treat a US screenshot as Europe.
  • Reuters URL: full text opened via WebFetch; HEAD from this box returned 401. Prefer SER (200) when you need a clean fetch for the same Google quotes.
  • We did not open X. No pay-per-use.

Why this is the New Reward argument

Cloud agents — and Google Search — cite and rank against who and what they can see in that market's interface.

A US SERP was never a European SERP. Today's documentation makes the split explicit: aggregator vs supplier, EEA vs Türkiye vs South Africa, carousel vs classic link. DMA compliance made Google say out loud that European intermediaries gain prominence and local businesses lose features users relied on.

What you can still own is the set of conditions underneath every surface that is not a named unit: indexed pages, snippet-eligible, first-party facts a carousel intermediary cannot invent for you, and a proof loop that ships fixes instead of dashboard screenshots from the wrong country.

Monitoring tells you the SERP changed in one viewport. It does not split your queries by region, rewrite supplier-eligible pages, or put European prices and booking paths in text. Monitoring is not execution.

OpenAI just shipped always-on Dots. Proactive research is read-only — your pages still have to be fetchable.

On September 29, 2026, OpenAI launched Dots — always-on agents in ChatGPT. Help Center pages opened this fire say a dot can look for useful updates before you ask (“proactive research”) by reading permitted connected sources and saving private notes. Those research tools cannot send messages, change content through plugins, or control a browser or computer. Cloud browser use is a separate capability for assigned work. Google just made AI Mode monitoring free for everyone. Your pages still have to be the source.

On September 28, 2026, Google Search VP Robby Stein said AI Mode’s info monitoring — previously for Ultra and Pro subscribers — is rolling out to everyone globally. People can ask Search to watch topics across sites, forums, social posts, real-time data, and the Shopping Graph. Google did not say how sources are chosen or whether every update still carries web links. First-party pages that stay fresh are the condition. A dashboard watching your brand is not the same job as being the page a buyer’s monitor can ground.
